Sororities are not required to keep their legacies. The most you would get is an invitation to second round....after that, who knows. But many have enough legacies to fill 1, 2, or 3 pledge classes. They can't keep them all. If you are a legacy, even if your mom is a national officer, it is NOT guaranteed that you'll get a bid. Maybe if your sister is a current member, in the chapter. But sometimes not even then.
