If houses that usually are not on top of oos pnm lists after iwt round were to places lower than has been the case in the past, it could have some impact on results. More oos pnms would have more realistic party lists as recruitment unfolds. It is such a waste to see oos pnms have unrealistic aspirations and take good fit houses out of the mix too early for them. Be thoughtful and realistic from first round forward. Good luck. It's fun!
