It's the same reason any house is ranked high or low, it's just reputation. Gamma phi and theta and dz etc are not bad houses, they all have great involvement and down to earth girls who have lots of fun, it's just that things here hardly ever change even if they actually do change. Also I think it's a little inaccurate to say that people "lump" them down with gphi who really isn't any different from the rest of the so called bottom tier houses anymore. That just perpetuates the stereotype.
