It's all a numbers game, basically. At the end of rush, houses that don't meet quota will do 2 things, in order: 1) issue "quota additions" meaning they'll go further down the list of girls they want, and additional girls will get bids that initially would not have. Those girls will not know they were quota additions. 2) issue snap bids. If the house is still under quota, they can have the rho chis reach out to any girls that they met and liked during the week, but had to cut for RFM purposes. They can offer her a bid, and she'll join the sorority at that time. After bid day, technically any sorority can participate in COB, but. Generally speaking, houses that have slightly higher number of seniors and juniors that are deactivating will participate in COB to keep their numbers up (and frankly, this is also a dues issue because $$$) This is usually all NR houses minus PBP, and none of the OR houses. At houses that do pretty well during formal rush (for example, ZTA, DZ) COB is pretty selective. Actives will generally try to COB good friends of theirs who either didn't rush at all or dropped out early. They'll only COB a few girls, usually less than 5 throughout the semester.
