You have to be VERY vocal to the other houses that you like and let them know you’re not interested in your sister’s house. But say it in a very kind and respectful way. When we know girls have an in-house sister at another house, we assume she’s pledging there and we’re more inclined to drop her before pref to make room for a girl that might actually pledge us.
