You can rank a house dead last, and they'll only stay off your list if the houses that you ranked higher ask you back. If the houses that you did like drop you, then you'll find houses that you'd ranked lower on your card. So you do have a say, but not as much as the houses do. If a house drops you, you'll never see them on your card again. You don't drop houses, you just rank them lower, so it's possible that you'll see them again if you top houses drop you
