They're not old row. It is debatable if that is really important, but as you can see on any rank here on GR there is not a single New Row house listed in a top tier. The only way you will see a New Row house listed in a top tier is if they self-rank and put themselves there. Don't get me wrong - Pi Phi is great - sisterhood is sweet, girls are nice, great grades, and a beautiful house - but they're not old row.
