Every single OR house has more OOS than in-state members. Maybe it doesn't seem that way because they have to make huge cuts especially early in rush. They cut in-state too. They do take the top in-state in-state PNMs because the OR houses know who they want and in-state PNMs know where top girls pledge. It's that way on every campus. There are plenty of great in-state girls all over NR. Just go through with an open mind wherever you are from.
