I had really good luck searching Bloomingdale’s online- (i.e. search for French Connection “Whisper Sleeveless Ruffled Mini Dress”) but there are others at Bloomie’s that are not as expensive. They have a lot. There are some good boutiques that are on Insta that have new arrivals all the time, but agree the XS sizes can be much harder to find.
