While that is the NPC agreement, at big recruitments, with large numbers of PNMs and big chapters, it is impractical and lazy to expect these chapters to find a recommendation for you. Often times girls with- out recs would be dropped first round, unless they were stellar-looks, grades, personalities, very accomplished and really, really stood out in a good way. As others above me have said, many of the NPC nationals no longer require a rec. If you are concerned about whether or not to get recs, go to the national websites and see what each says. And understand that some chapters might not follow the national rule.
