I would say this is spot on if you are chunking the groups in three tiers only. As for houses that COB you have to remember this is a business. An org would be foolish to leave several membership spots vacant another semester when they can COB. People graduate, others transfer, some drop out for a variety of reasons and some don't make grades. This is life. Houses that are top will COB and that is smart financially. It does not meant they are not a top house.
