Nobody has been cross cut in over a decade. If you maximize your options. Rank both houses you are guaranteed a bid on bid day. Back in the old days you could make it to pref, attend the max parties, and rank them and still not receive a bid. NPC fixed that with a process that says if you attend pref, even with just 1 house and you rank all the houses you attended, you get a bid. This happened to my aunt in the 80s. She preffed two OR and was cross cut. I hear the story all the time.
