because Aphi competes with top houses and takes many girls into preference who also are carrying top groups. They know doing this is risky for them because many may choose the other house. But they want to go for for the pnms they want anyway. In the end sometimes they are short a few. Then they snap them up on bid day. Zta takes pnms into preference who they know will choose them from Adpi,Gphi,Dg,etc. Less risk on preference = full quota on bid day.
