By chapter decision do you mean the entire chapter will vote on each pnm? Or is that only after pref and during earlier rounds the small groups that rushed a pnm do the voting? I didn’t think actives would have time in between parties to vote as a whole chapter since I figure if they wait until the end of the day, some pnms are bound to be forgotten about
