Uh. I don’t think you know what a quota is. You’re literally saying the same thing as the og poster. They’re saying they can only drop idk 20 upperclassman open house round and they have to keep 90. (These are obv made up numbers). They HAVE to keep 90, but out of the 110 total they can drop whatever 20 they want. Houses have to keep a certain number of upperclassmen each round.
