You're maximizing your chance of getting your first choice by listing a second (if you attended two parties). The program wants to put you in the first house (about 85-95% get their first preference based on this system) and it gives you credit essentially for maximizing your options. A quota addition is still an option if you didn't make their A list, but only if you list both.
