when somebody complains about the system being flawed, they didn't get the ones they wanted. Yes, it's flawed. It isn't perfect. But after 60 or 75 years of recruitment, this is what it's been refined down to. Maybe you have a better way, that will allow 16-17 sororities to choose PNMs fairly, and that will allow the 2,100 PNMs to get a look at all the groups, and come up with the best matches given the information and available time? If you do have a better way, please get hold of NPC's officers and delegates and enlighten them!!
