COB doesn't always mean low retention rates. Often, yes, but not always. Some sororities have national policies that any chapter below total must COB. Some schools don't include december graduates towards total, so even if you have a ton of girls graduate in December you don't need to COB. A colony will likely COB several times to reach total, especially at a school like alabama where total is crazy high. Totals are also set differently at different schools, sometimes the average chapter size, sometimes median, sometimes towards the higher end. COB is a great way for girls to find homes, especially those who may not have otherwise joined a chapter. I'm glad these girls did!
