There are plenty of sororities and plenty of schools where chapters are on their third go around. You have to remember that RFM wasn't introduced until 2004-2006ish. It was a different world when these chapters closed before. You are correct that Tri-Sigma likely doesn't have the resources, nor do really any of the remaining groups.
