i doubt it. Most don't have alumni bases (OX, DKE, TKE) to pull cash from so building a house will be nearly impossible and if you don't have a GV house you can't move up (see Beta) although Pike pulled it off but they'd been on campus for 100 years so alumni are the real key. Fiji has some commitment with the University to help the chapter build a house in 3-5 years if they meet certain benchmarks. So maybe they have a shot. Phi Tau made the same deal but they have to wait for Fiji to get larger before they are allowed to recruit.
