Chapters can snap until they reach total. Total is the number of women Panhellenic wants to be in each chapter, so for example 200. Then quota is the pledge class size, so if chapter XYZ has 140 and chapter ABC has 145, chapter ABC will take 5 less girls as their "quota". Quota Plus is when the university has to uphold their promise of you maximizing your options and then being guaranteed a bid. So if chapter XYZ has to take 60 girls, but there are 3 girls at preference who are ONLY at chapter XYZ, then the option for RFM is that those three women (assuming their not in the top 60 placement) take precedent over any women in the top 60 matched who did not maximize their options or to "Quota Plus" those women into the chapter and create a pledge class of 60+3 These "Quota Plus" is what top tier chapters like adpi, zeta, and ddd are trying to avoid, because those women are force added, or can be added over pnms who those chapters may prefer, they would rather "over cut" early and get rid of those girls who might slip in and then they can snap and select on their own who they want from the list of girls who dropped. It's more in their control that way. Girls will know if they are snapped because a snap bid can come from any house (maybe not even on your most recent list) and the pnm must specifically accept it.
