What are you talking about? Of course the bids are already given out. What ugh is saying is she doesn't understand why people say "top 4 will always be top 4" when AXO and XO do consistently well and are just as, if not more desirable to some PNMs. What does Bids already being out have to do with affirming that? And those chapters don't need good luck with next recruitment because they're doing just fine.
