It won't end with Ed Shupp's retirement which is in the works for a year or so from now - his replacement is the former head of Bethlehem PD (same track as Ed Shupp) and is currently working on LU PD. It only reduces it you end having a police force and utilize campus security. I doubt that will happen. LU PD existed before the Clery murder. Board of Trustees want protection of a PD. PD Chief wants to enforce laws to reduce liability. The goal is to neuter fraternities. That means students need to become more clever but stay safe. Secret societies, smaller groups, parties further from campus, and occasional road trips. I just checked with Charter Empire, $1,750 for a 24hr bus rental to and from Montreal (less than $40 per person). Leave Sat 3PM, return Sun 3PM. Drinking age 18. Lots of great clubs including after hours clubs until the bus would leave. All clubs can be ticketed in advance with great DJs so no missed events. Also lower key pubs and lots of concerts and games if people don't want big clubs. Get your passport lets go to Montreal or Ontario (drinking age 19 and really great clubs as well, and a little closer). Ladies drink free at most places so ladies cost would be about $80 to $100 including transportation, admittance, and food, for men's all + drinks likely $150 to $200. Safe and legal.
