That is about the only truthful thing anyone has ever said as to why the rankings are the way they are... sad but true and there is nothing that can change that. Tri Delt, Pi PHi, Kappa all top tier XO, Theta, DG,all top middle tier Zeta, AXO, DZ all bottom middle tier Gamma, KD, ADPI all bottom tier. This will not change much year to year mostly just within the tiers but hardly ever does anyone move from one tier to the other.
