There is no such thing as a signup snap bid list LOL. I'm not a kd or a dz, it's just wrong and unfair to ALL chapters when ignorant people come on here saying stuff when they don't know what they're talking about. If you are actually talking about COB and calling it Snap Bids then sit down. COB is an option when Chapter Total is reset by panhellenic in spring and a chapter is under that number so it creates openings for them. It doesn't mean a chapter didn't make Quota in fall; all chapters made Quota in fall.
