This is a real over-simplification and while maintaining total year-round is an indicator of chapter strength, it isn't the only or even most important factor. As pointed out by so many, retention issues can happen for a variety of reasons and even the strongest and largest chapters deal with them. Honestly though, I love love love being able to do COB/informal recruitment in the spring. You really get a chance to actually KNOW the person you are recruiting, rather than the scattershot/rushed recruitment in the fall where you often miss out on getting to know people in a meaningful way b/c of arbitrary release numbers, etc. There is no downside to being able to recruit up to total, regardless of the reason a chapter might fall below.
