Upperclassmen quota works the same way that freshman quota does - the number of u/cs with Pref invitations divided by the number of houses. You are not at any point during the week “competing” with freshmen. And yes, many sophomores have fantastic rushes! Especially if they were involved on campus freshman year, made lots of friends with actives & have a high gpa.
