The only case when a PNM gets dropped from all houses is when they have terrible rep, grades, and only come in wanting a certain house and when they get dropped it shows in their attitude that they didn’t want the house they’re at. if you go through Pref and maximize your options you are guaranteed a bid somewhere. The Panhellenic council even states that if you go through rush you are NOT guaranteed a bid.
