“Top” sororities do it too, it’s just not as common. Really it is not that common with any chapter. It happens when your bid match list runs out of girls. So if quota is 75 and you had 150 at pref, and 95 of those go to another house, you have 65 girls. To make up for the other 10 you offer snaps. Realistically snap numbers are more like 2-4 per house, though, if any at all.
