To the OP: So snap bids are definitely for real. But this is the rub, RFM--the software that the admin LOVES, forced you to take a bid from a bottom tier house--either take it or 'see ya'. Consequently, you couldn't be offered a snap bid from one of the houses you would have loved to pledge. The house needing to fill quota with snap bids, would have loved to have had you. Flawed system.
