1) A bid is no longer guaranteed as long as you maximize your options, BUT we have several sororities who are not close to quota, so it's very unlikely that a PNM will be entirely bidless. 2) Nationals does not set the number of girls who get bids on bid day. Each university's Panhellenic does. You have quota, and then you have quota additions. QAs are decided in a number of ways, some being that Panhellenic gives sororities with lower numbers more girls, and some are because so many girls wanted them at pref. It's just math.
