Top tier is not as exclusive as it way maybe 5 years ago. More girls from small towns and suburbs are joining sororities in general "just to try it" for fun or for sisterhood. That means quotas need to rise. The girls from exclusive neighborhoods and camp have always been big on Greek Life, but with growing quotas, that means that sororities have to expand their search beyond their traditional recruiting grounds. That means they need to be more open to girls who they do not have close personal ties to. You can be unknown and still get a bid as long as you're pretty and smart and sociable. But yeah, if the only thing "above average" you have going for you is "character" and "how much you reach out to others" then you won't catch the attention of top tier. Let's be real here. Sororities are social clubs. Top tier is defined by popularity. If you want character, go to church.
