This is not true. At all. An increase in the number of PNMs means an increase of the exact same number of bids that can be given out. It doesn't matter how many PNMs go through, that is the number the bids are based on. Quota (the number of bids given out) is based on the number of PNMs who sign a bid card on preference day. If you attend all your parties and agree to a bid to any of the chapters you went to a preference party for, you will get a bid!
