Whenever you registrar for rush, it will ask you all of your legacies/ connections. Weather you have recs or not you MUST list these on your registration for those houses to see that you are a leg/family member. YES other houses will see this but if you let the houses you are interested in know that you like their house, it won't hurt you. Do not put it on your resume. As for relevancy goes, it varies by house. For instance, Theta does not consider them at all, but on the other hand zeta and axo both take them pretty seriously.
