Aim for 2 recs to each chapter written by women who know you and/or your family very well. I don't think actives are allowed to write recs, at least in my sorority they must be written by alumnae. That said, if you are a legacy through an active sister, she should definitely reach out to the house (in addition to your recs) to make them aware of your legacy connection. There is at least 1 chapter on campus who has a national policy that pnms must have a rec on file to be given a bid.
