The "top" three are obvious places to look but as far as the houses to avoid, comment 2 said it perfectly. I would include ATO unless you are looking for a dry house. houses to consider that are not often deemed top 3 are Sigma Chi, Delta Chi, Sigma Nu, Chi psi, and Phi Psi.
