Truth is that Chi O had to snap bid a lot of girls because so few were willing to return to their house. PNMs that don't want one of their pref houses suicide or SIP -single pref- the house they want. Bad idea by the way but it happens. They are not counted in quota unless they are chosen by their SIP house. Quota is based on pref. That's why Chi O had to snap bid so many.
