OP really confused me here. First she said "This is really how we should be ranking our tiers, rather than top/middle/bottom". But then she turned around and said "Just because a large portion of your chapter is from instate, it does not mean you are a top house. Having quality members is what makes you a top house." And then she turned back around and said Our "tiers" are better divided by where each chapter's members come from." Like what???????? the second sentence I quoted says that you should not rank houses based on where their members are from, that it doesn't matter, but then the 1st and 3rd sentences that I quoted say that you should rank houses based on where their members are from?? I'm lost. OP did not make any sense here.
