Nobody is guaranteed a bid! Period! Ole miss tries really really hard to place all pnm's but every now and then someone inevitably does get dropped after pref. Could be that a pnm acts insulting or disinterested in one of the houses causing that house to drop her. The other house might not have her high enough on their bid list to offer her a bid. This is just an example, but stranger things have happened!
