Yes, whole bars are rented out. Technically, no, if you are under 21, you are not allowed to drink and bartenders will not serve you. Typically if you show the bouncers at the door an ID that shows you are 21, they will give you a wrist band that tells the bartender that it's okay to serve you. This doesn't stop underage drinking at pre-games held in private residences or in secret before the swap. It also doesn't stop somebody who is 21 from purchasing drinks for minors.
