I think y'all are looking at this wrong. OP took the houses considered to take more in-state girls and ranked them accordingly, and them took the houses considered to take more out-of-state girls and then ranked them accordingly. We all know that when you do a normal ranking of all of the chapters at Ole Miss, kkg would be middle. But when you rank just the "out-of-state" houses as OP did, kkg would be top since none of the top tier houses are what OP considered "out-of-state" houses. \n\n\n\n\nTo further explain if someone is still confused, here is the normal ranking of Ole Miss sororities, and I added whether they are considered an in-state or out-of-state sorority: upper top (in no particular order) kd (in-state) ddd (in-state) chio (in-state) lower top dg (in-state) upper middle (in no particular order) kkg (out-of-state) phi mu (in-state) lower middle (in no particular order) aopi (out-of-state) pi phi (out-of-state) bottom (in order) adpi (out-of-state) theta (out-of-state) So, if you went by this ranking and did an in-state ranking and an out-of-state ranking, then this is what they would look like (/ means equal): in-state: ddd/kd/chio dg phi mu out-of-state: kkg aopi/pi phi adpi theta So you separate the two groups of houses and then rank them looking at the houses in that category alone. so OP was saying kkg is top in out-of-state ranking, not in the overall ranking. (in my rankings i moved ddd up with chio and kd where it belongs unlike op believes)
