It is mean, but it happens all the time. Sometimes it is hard for an alumni to say no. They would rather send a negative rec than tell the poor girl no. I had a friend in high school who's mom was president of her sororities chapter. Lots of girls asked her for a Rec., even the girls who had been mean to her daughter. Guess what, those mean girls got negative recs! It was more a warning to the sorority. "Don't take this girl, she is not nice". I can't tell you how many times I have heard an alumni say "she will NEVER receive a bid to MY house!"
