Can someone please explain what makes one house on top tier and on the bottom. Very confused. Who writes the guidelines for the tiers? What makes Jackson so desirable. I have never lived there and didn't realize the finest at ole miss are from Jackson. Does Jackson rate as a good place to for jobs education or low in crime? Please explain!
