Pretty accurate but I agree, what's with the negative on the end of them? For example, another way to put it nicer... Phi Mu as an example, mostly full of top tier girls but just not enough room to put them all into one of the top 3. Plus for all of the houses, sometimes girls actually don't want the "top 3"! Their first choice is one of the other 7, so they list the top ones in their cut list so they aren't invited back. It does happen, trust me.
