by quota addition I mean that you weren't going to receive a bid from either house you preffed because you were lower on their list but bc you maximized your options the system wants to match you somewhere if possible. This is why people are saying that like 99% of people who attend pref will get bids. I don't know if the actual number is 99% of people who attend pref, but it is very high. The point is, if you attend pref, it is highly likely you will get a bid at one of the houses that preffed you. You would have to have extra special circumstances to get a snap bid at a house you didn't pref after being released from recruitment (getting no bid). It's just not going to happen.
