Actually they closed in the mid-70's...and I'm not sure where Alpha Xi has a real foothold. I looked at their Wikipedia page and boy do they have a lot of closed chapters. It looks like their nationals went crazy expanding but wasn't able to hold onto to a lot of chapters. And as you said, no regional chapters that are strong to help and there are likely not enough alums in the area to support a new chapter. I'd say ZTA has the best odds, both national strength, regional chapters and local alums, to come back when OM ever opens for expansion. Don't think that will be any time soon. Too toxic right now.
