How is Chi-O still the biggest when they have had the smaller variable quota numbers for the past three years. From what I understand Chi-O, KD and DDD have had the same quota since VQ started. Is Panhellenic actually enforcing their quota numbers? It makes sense for DG to have higher numbers since they've had larger quota than the other three listed. The numbers do seem to be slowly evening out for the middle tiers but still - that's a bigger gap between Chi-O and ADPi & Alpha Phi than should be considering Aphi and ADPi have had almost double the VQ advantage.
