Because it's like getting into any "top" place - Harvard MBA's get the best spots on Wall Street, grads from certain law schools get the best shot at certain law firms....all because they "know" each other via the credibility that comes from being at the same school. No different with rush. I don't know why people can't figure this out - every year there are PNM's and their moms from everywhere, but particularly OOS (especially way OOS, so they know no-one at Ole Miss) who get upset by not making top tier when the rationale - maybe not fair - is simple. Life's not fair. If it were, then the top tier houses would only have girls with top resumes, etc., etc. Same with many companies/fields - much of it is about who you know.
