snap bids only happen before bid day. if you were released from recruitment or dropped, then you were eligible for a snap bid on bid day. they can only be given out with all of the other bids on bid day and panhellenic would call you and ask if you were interested in receiving a snap bid from a chapter who maybe wasn't going to make quota. they're not common. you're thinking of COB. right now, almost everyone is at total due to variable quota. I know theta has still been looking for some girls to COB, but I don't know if they're still doing that. your best bet would be to contact panhellenic and see if they have any insight.
