Is it true one house willingly incurs fines each year during variable quota recruitment in order to make deep cuts which knowlingly exceed NPC's guidelines? If that is true, then @hello's' statistic isn't an accurate indicator for that particular house. If true, how is it any different than a runner paying a race organizer for the benefit of not running 5 miles of a 26.2 mile marathon claiming they are a top 3 finisher?
